Soames explained the balance of risks and the challenges of government contracts with different incentive structures and payment by results plans as well as the dangers of transferring State risks to private companies to manage. He noted the pressures on the government in the UK and defended the role of the private sector without bias or partiality. Soames concluded with a positive message about the role the private sector can play in effective, low cost, efficient service delivery in the UK and beyond.
